Stop, delete the data and cache for the Google Play Store, Google service framework and the download manager. Add a Google Account, and then restart your smartphone'. Just in case.to remove the Google account: Settings >Personalization >Accounts >Google > Menu (3 dots) >Remove account then to Settings > Applications >Applications Manager > All > Clear Cache + Data for Download Mgr+Google Play Store+ Google Services Framework I had to restart before able to add my accounts again but the end result seems just as good.
